Who has refrained from taking the drug. Downer is trying to start a resistance movement in order to escape from this gloomy world. In order to jell in with the people of Wellington Wells the player has to act like as if he is taking high amount of Joy. If at any point the people find out that you are not taking the drug they will get suspicious and will harm you.
